Who at Road Runner vets the subcontracted carriers?

The company that Road Runner assigned to us has one driver, one carrier according to reports on line.The driver called when he was a few hours from arrival to transport two cars from Florida to Pennsylvania as I was told he would. However, he did not speak English well and we muddled through delivery instructions (we live in a community that does not allow auto transport to enter, and cars must be picked up outside the perimeter.) He did not do what he was instructed, was angry upon being told he could not enter, yelling at me in phone calls, arguing with the gate security. I was able to get the two cars to him and he said, Wednesday good? I replied, late Wednesday, Thursday better. (we weren't leaving until Wednesday morning, so knew we could not accept delivery until at least 5pm that day) On Wednesday, he called before we had left Florida to say he would delivery the cars to our Pennsylvania address very soon. When we said, no, we weren't there yet, he yelled that we could pick up the cars in storage and when asked where THAT was, he hung up. Many phone calls later between the owner of the company and the dispatcher and the driver (owner polite, dispatcher confused and with incorrect information, driver still belligerent) the cars arrived. We will NEVER USE ROAD RUNNER AGAIN. They often can't answer their phones, give estimates that are inaccurate and certainly don't know whom they are hiring to work for them.
